Ontario Soccer 2025-2036 Technical Development Plan

Ontario Soccer is proud to announce the launch of its Technical Development Plan 2025–2036, a bold and comprehensive strategy that will guide the evolution of soccer in Ontario over the next 12 years. This plan is designed to modernize the sport’s infrastructure, elevate development standards, and ensure inclusive, high-quality experiences for all participants across the province.


Consultation Process

The plan was developed through one of the most extensive consultation efforts in Ontario Soccer’s history with over 1,000 stakeholders participating in a province-wide survey as well as over 100 leaders from local, national, and international soccer communities to ensure the plan reflects both grassroots realities and global best practices.

Scope of the Plan

The Technical Development Plan outlines a long-term vision to transform Ontario into a national and global leader in soccer development. It introduces a structured, phased approach to implementation, with clear goals, measurable outcomes, and a commitment to continuous improvement.

The plan will look to provide a more flexible structure, with three, four-year phases, that allows for regular evaluations and updates to ensure alignment with evolving needs and opportunities as well as addressing that any development occurs across at least a decade. It is also built around five interconnected pillars that support every aspect of the game: the player, the coach, the match official, the club, and the competition.


The Five Core Technical Pillars

Each area is summarized with three key goals and an accompanying vision statement:

The Player

  1. Support the ideation & implement of LTPD 2.0 for soccer: “More players in better environments for longer”
  2. Launch Diversified Soccer Programs: “Access to soccer, in all forms, for everyone, year-round”
  3. Enhance Talent Development & Player Pathways: “Ontario players at the highest levels more often”

The Coach

  1. Launch Ontario Soccer Institute of Learning (OSIL): “Where the leaders of tomorrow are grown today”
  2. Build Robust Education Catalog: “Clear & comprehensive pathways for ALL”
  3. Create a Coach Support Network: “Formalizing the informal through community”

The Match Official

  1. Restructure the Match Officials Pathway: “Clear & transparent journey for referee growth & advancement”
  2. Build an Integrated Soccer Community: “United to benefit the player and the game”
  3. Create New Match Officials Support System: “Better leaders to facilitate great experiences through the game”

The Club

  1. Grow Stronger & Accessible Program Structures: “Excelling where everyone is welcome”
  2. Build Vibrant Hubs of the Community: “Connecting and transforming people and local organizations”
  3. Empower Individuals to Drive Organizational Growth: “Developing leaders from the pitch to the Board Room”

The Competition

  1. Establish Clear Competition Frameworks & Tools: “Offer guides & technology to facilitate competition delivery & administration”
  2. Diversify Competition Offerings: “Provide a variety of opportunities to play for everyone”
  3. Implement Quality, Standards-Based Competitions: “Ensure quality experiences for all in the Community, Competition and Development streams”
