District Development Fee and LTOD Compliance Requirements 2018

In order for a District Association to qualify for the 2018 District Development Fee, the following LTOD Compliance requirements must be met

After a detailed review of Long Term Officials Development Program (LTOD) Year 1, and in consultation with our officiating membership, Ontario Soccer have determined the Match Official LTOD compliance requirements for 2018.

In order for a District Association to qualify for the 2018 District Development Fee, the following LTOD Compliance requirements must be met:

1) A 2017 District Development Plan Activity Report submitted to Ontario Soccer, Match Officials Development Manager by Sept. 1, 2018. 

This is an update on the development plan that each District Association submitted in the first quarter of 2017.

The submission date, and the structure of this report was unanimously agreed upon by the District Referee Coordinators (DRC) at the November 2017 DRC meeting. This included a detailed report on activities that were initiated, delivered and completed – including attendance as well as a breakdown of how the District Development Fee was utilized for above activities, or for other resources. 

2) The District Association is required to follow the new Auto-Grade system and the Ontario Soccer Grading Protocol. No additional education or advancement barriers to match officials receiving, or being offered game assignments can be required unless documented, reviewed and approved in advance by Ontario Soccer.

There will be an online system provided to Match Officials membership to allow for any barriers to be reported to Ontario Soccer Match Officials Development Committee Members. No Ontario Soccer staff (including the Manager, Match Officials Development) will participate in reviewing these reports in any way.

3. The District Referee Coordinator (not a delegate) must attend at minimum one Club LTOD outreach meeting that is being held in their District in 2018. A full schedule was provided prior to District Referee Coordinators on January 4, 2018.

4. Fitness Training Module and Video will be hosted on, or linked to from, the District Association website once provided to District Associations.
