Canada Soccer has announced 20 Ontario organizations that have been approved as Canada Soccer Club License Provincial Level 1 or Quality Soccer Providers:

The approval of these organizations follows the announcement of the National Youth Club Licence holders in 2019 and early 2020. The organizations have been granted Provincial Level 1 and Quality Soccer Provider licenses and have created a collaborative work plan to ensure that they continue to meet the requirements, and progress to further achieve the standards set by Canada Soccer.
The Canada Soccer Standards for Quality Soccer are designed to outline the minimum expectations of member organizations in Canada. It is expected that all member organizations provide a developmentally appropriate, safe, enjoyable, accessible, inclusive and welcoming playing environment for their participants, which differentiates it from non-member (unsanctioned) soccer and unorganized play. In order to be considered as a Quality Soccer Provider, member organizations must also be in good standing with their governing organization(s) and meet the expectations of membership.
The Provincial Level 1 of the Canada Soccer Club Licensing Program builds on the characteristics and behaviours of an organization in the Canada Soccer Standards for Quality Soccer, with a balance of expectations across the governance, administration, infrastructure, and technical pillars.
The announcement of these organizations is part of the first application cycle conducted in 2019.
In addition to the 20 organizations announced, another sixty-nine (69) organizations are presently undergoing development and/or execution of action items identified on the assessment conducted by Ontario Soccer. Organizations successfully fulfilling their criteria will be announced by Canada Soccer in May, 2020.
