Measuring the Effectiveness of the LTOD Strategy

This survey is part of the ongoing evaluation to determine the effectiveness of Ontario Soccer’s LTOD program

The Long Term Match Official Development program is a five-year initiative that provides standards-based education and development. This program in 2019 is a part of Ontario Soccer’s new Strategic Plan and through strong leadership focuses on inclusivity and support of Match Officials. 

The Match Officials Development Committee (MODC) and relevant staff, conducted numerous province-wide stakeholder discussions, surveys, and analysis with registered match officials, District Referee Coordinators, Club Head Referees, Club and District Board Members.

This work led to the creation of the LTOD program, which is designed to advance match officials in the same way the Long Term Player Development program did for athletes.

LTOD Objectives: The following were identified to improve the landscape of the game through Ontario Soccer’s LTOD Phase 2 initiatives:

  • Improve the quality of officiating at the Club level
  • Develop uniformity and consistency throughout the province 
  • Educate stakeholders on the importance of developing and supporting Club Match Officials
  • Improve and recognize performance and emerging talent
  • Connect Match Officials at the Club and District level with their Technical leaders, and the community
  • Standardize training and assigning measures that will result in equitable game assignments
  • Support and align officials’ development with Long Term Athlete Development

Evaluation Survey Purpose: This is part of the ongoing evaluation to determine the effectiveness of Ontario Soccer’s LTOD program in achieving the objectives outlined above and is a core component of the Ontario Trillium Foundation fund reporting.

The findings will identify strengths and challenges within the current delivery model, as well as the communication strategy. The survey is designed to gather input from all stakeholders about their perceptions of LTOD to date.

Ontario Soccer requests all District Associations, Clubs and their Board Members and Match Official community members complete this survey.
