Regional and Provincial Upgrading Programs
Regional Upgrade Program
The Regional Referee Upgrading Program is designed for District Referee 18 & older who are seeking promotion to the Regional List of Referees in Ontario.
The program includes a required fitness test, assessments, passing a Laws of The Game exam and a two day education session.
Prerequisites to attend course
- Must be 18 years of age as of April 1st, the year of taking the course
- Must have a minimum of 2 years experience as a District Referee
- Must receive recommendation to enter program from DRC (OSA will obtain)
- Must complete and send in application form & clinic fee by the published deadline
- Must have run and passed the Regional Referee Fitness Standard and Laws of The Game exam with a mark of 80% or higher prior to attending the two day in-service training session
- Must have received a minimum of one assessment by, at minimum a District Assessor at a Senior Level game, the season prior to taking the course and will be required to be included with the application form
Course Fee
The cost of the course (minus $25.00) will be refunded if referee fails to pass Regional Fitness Test prior to the annual May 15th deadline
Course fee includes
- Two days of training
- Lunch on both days
- A travel subsidy for those travelling over 200kms one way (with the prior approval of the Manager of Referee Development)
Requirements for successful upgrade to a Regional Referee
- Pass the OSA Fitness Test at the Regional Referee standard
- Pass multiple choice exam with a mark of 80% or better. The exam is based solely on the Laws of the Game.
- Referee in a minimum of 20 qualifying games (competitive U18 games and above).
- Work as an assistant referee in a minimum of 5 qualifying games (competitive U18 games and above).
- Receive a minimum of 3 assessments as a Referee over the period of 20 qualifying games. Assessments are reviewed by a review committee at the conclusion of the year and a decision will be made regarding the referee's status. Note that simply meeting the minimum requirements does not guarantee upgrade to Regional Referee.
- REFEREES HAVE 1 SEASON TO COMPLETE REQUIREMENTS. Referees who fail to complete the requirements will be required to re-start the program if they wish to continue with their upgrade.
The deadline to send in your application to the Regional Upgrade Program is March 7th.

Provincial Upgrade Program
The Provincial Referee Upgrading Program is designed for Regional Referees who are seeking promotion to the Provincial List of Referees in Ontario. Referees must have completed a minimum of 1 season as an ACTIVE Regional Referee before they can apply to the Provincial Upgrade Program. "Active" will be defined as having centred a minimum of 10 games at the appropriate level or higher, and a minimum of 10 games as AR at the appropriate level or higher.
This program requires the following:
- Submission of the OSA Provincial Upgrade Application on or before March 1st, 2012
- Successful completion of the Ontario Soccer Association Provincial Upgrade Fitness Test (April 14, 2012)
- Successful completion of the CSA written exam (April 19th)
- Mandatory attendance at the CSA 2 day in-training session : May 19-20, 2012 Vaughan, Ontario
Course Fee:
There is no application fee for this program,
