Each Youth Club is required to have a Club Head Referee. 
The role of the Club Head Referee is to manage the referee program within his/her club structure.


Every District Association is required to have a District Referee Coordinator (DRC). 
The role of the DRC is to manage the referee development program within the District.  The DRC is a good point of contact for referees when looking for courses, education session and appointments within the District.
